republicans at least to push this over the 218 threshold. the problem with that is as tom cole the republican in oklahoma told me yesterday, he said, look. where are you going to find 40 republican house members who are willing to vote for something? if eric cantor and john bainer and kevin mccarthy don't like it, who is going to buck leadership and vote with democrats on something like this? he said, if there is at least lukewarm support from republican leaders you're likely to see more than 40 house republicans vote for it and it should pass pretty easily. then of course there is the question of are there democrats, perhaps the more liberal members of their caucus, who don't like this either? because you're going to essentially need every single democrat to vote for this and many who have said they don't like this deal. >> that would bring us to what our mike viqueira calls the inertia scenario where they decide the best thing is to go over the fiscal cliff. the democrats for some of them from their perspective it is not a bad thing because they think they have the upper hand in public opin

be fairly soon after that, because again, the reason why smart people like tom cole and bob corker and john cornen have said we ought to give on the tax cuts of people under 250,000 is they know that's where the thing is going to end up unless they cut some deal and bring their caucus along on some higher threshold. the president offered 400,000. they could get that. they could probably get 500,000. >> go ahead, bob. >> i was going to say now is the time when we really find out whether republican leadership is an oxymoron. we not only have to rely on john boehner having enough leadership and guts and gumption to put something on the floor his republicans are not going to vote for, but we also have to agree to go through with a bill before the senate that is basically what the president wants so it can put pressure on the republicans and the house. >> he did it in 2011 on the debt limit. >> yes, that's right. that's what people are hoping for. >> there's something fascinating to all of this. ben bernanke gave this situation the name fiscal cliff which sounds very dramatic and very scary. but

and deal with the deficit in a balanced way. in fact, as we know, republicans like tom cole, a very conservative member from oklahoma, and others have said that that approach makes sense. and yet the speaker refuses to allow a vote on that proposal. and so allow democracy to work and so far unfortunately, speaker boehner has been held captive with the tea party wing of the republicans in the house, which voted down his own proposal just about a week ago, because he said, well, we should ask folks making over $1 million to pay more. his caucus said no. so what we're saying is, let the whole house, democrats and republicans, vote on the president's proposal. let democracy work its will. worst case scenario is that would be defeated. but you don't know until you hold a vote in the house of representatives. that's how democracy is supposed to work. it's not supposed to allow a small, extreme group within the republican caucus to dictate terms to the country. >> there is some indication from the hill that the call to bring vice president joe biden, two has negotiated deals in the past, o
